Mission and priorities

The foundation was incorporated in 2007 and aims to complement the support offered to youth by the CJEL and to be a partner in some of the initiatives of CJEL and the community that stem from the CJEL values and the orientation of the foundation.

It does so by giving itself the following three action priorities:

  1. Development of complementary projects for youth
    Objective: Continuous improvement of youth services

    The foundation will enable the development of special projects that are outside the framework of the services offered by Carrefour jeunesse-emploi de Laval but that complement them and facilitate the social and occupational success of youth between the ages of 16 and 35 thanks to an innovative and specific coaching process (projects touching on problems specific to youth, activities linked to the education milieu or the private sector).

  2. Development of special projects
    Objective: Greater visibility for Carrefour jeunesse-emploi de Laval, as well as visibility and financial recognition for deserving youth and openness towards the creation of innovative projects.

    The foundation will also enable the creation of projects that are not directly linked to youth services, but that nonetheless aim to enrich Carrefour jeunesse-emploi projects (visibility-enhancing activities, press conferences, galas, public relations activities, publications, etc.), to recognize the success of deserving youth or those whose path has been exceptional (bursaries for certain existing contests or special evenings) and to develop large project opportunities abroad (public relations activities and internships).

  3. Financial support for youth, businesses and volunteer-mentors
    Objective: Financially support deserving youth in order to maximize the success of their action plans and to promote the contribution of businesses to the integration and maintaining of the youth workforce.

    The foundation will make it possible to give to those in need an allowance to help them prepare their job search, go back to school or start a project, as well as to help them cover certain expenses (daycare, help services, transportation, etc.).

    It will also financially compensate some businesses for internships or probation employment opportunities provided to young people who are further from the job market then some of their peers.

    The foundation could also consider the financial compensation of mentors who coach young people, or the reimbursement of certain costs linked to their activities (training, transportation and meals, networking activities, memberships).

Board of directors

The business of the FCJEL is administered by a board of directors comprised of five to seven administrators elected at the FCJEL’s annual general assembly, including two representatives from the CJEL’s board of directors nominated each year by the CJEL and it’s executives.

Beyond the analysis of submitted projects and the follow-up, the board of directors worked this year to update the general rules and adopt a new code of ethics. It also authorized training with a colleague from Quebec who shared with the FCJEL its own experience of creating a foundation.

Operations

With regard to the operating procedures and the activities of the FCJEL, the Foundation created a working committee. As for the CJEL, it sent over three employees to offer administrative support to the foundation. The foundation thus operates without any management costs, which enables it to devote its entire revenue to the services offered to youth and to projects in the community.

Nature of the projects

Even if the Foundation’s priority is to meet the needs of the youth registered at the CJEL, it also plans to finance external projects in the community that are in line with the mission of CJEL, its values, and the orientation of the Foundation. In all cases, the main project admissibility criteria are the following:

  • Innovative character
  • Promotes activities and interventions that need to be maintained
  • Resolves and identifies a problem or meets an expressed need
  • Impacts the social and professional development of youth
  • Does not replace a CJEL activity, program or service
  • Does not overlap similar projects in the community
  • Establishes and aims for reasonable and verifiable objectives
  • Promotes learning and its retention
  • Has the following values: discipline, respect, humanism and solidarity
  • Promotes youth autonomy and volunteering

2009-2010 year in review

The year 2009-2010 has enabled the financing of different activities and projects. Here is a brief overview.

  • Financial contribution to the Planisfaire project of the Collège Montmorency, a unique school-business that places youth at the center of activities directly linked to their studies and interests. The Foundation’s financial contribution was allocated to two components of Planisfaire: the Festival des musiques du monde, and the student café.
  • Financial contribution to a future CJEL project in preparation for 2010: “Sur le chemin, trouve ta voie,” an international project for youth participating in the Jeunes en action project. It’s goal is to give them the opportunity to open up to the world as they experience a Christian pilgrimage route in northwest Spain known as the Way of St-James.
  • Sponsorship of the 20th anniversary gala of Perspectives Carrière, one of our main partners with the Québec pluriel project as well as the coaching of youth from cultural communities.
  • Financial contribution to the Réalité immigrante project of CJEL, which is primarily financed by the Pacte pour l’emploi of Emploi-Québec. The project promotes the development of new expertise regarding reception and evaluation-of-needs services for CJEL’s clientele from the cultural communities. It aims to facilitate their choice of a path at CJEL or with one of our partners in the community.
  • Important contribution to the Red Cross for humanitarian help to youth in Haiti.
  • Bursary given to the young winner of the drawing contest for the annual report.
